1.Introduction
1.1 Background
This tender by EASN is related of the Enevate-project
The Enevate project involves 15 partners from North West Europe including ATC (NL) Bayern Innovativ (DE), Forschungszentrum Jülich (DE), Regionalmanagement Nordhessen (DE), Pole vehicule du Futur (FR), Campus Automobile de Francorchamps (BE), ESB (IRE), Future Transport Systems (UK), IRSEEM (FR), NAREC (UK), VITO (BE), Cardiff University (UK), INNO (DE) and EASN (UK).
This project is part of the Interreg IVB NWE Programme and will run until December 2012. An extension until June 2013 is most likely. The project deals with electric mobility.
Within this project EASN , as the initiator of the Enevate project, is an important player. The European Automotive Strategy Network (EASN) was established in 2008 as a company limited by guarantee. The main purpose of EASN, a pan-European platform, is to encourage and facilitate greater collaboration between EU Automotive Regions, to improve the competitiveness of the EU Automotive Industry. EASN works with automotive stakeholders across the EU to identify specific challenges identify potential solutions, develop projects to address the identified challenges and submit applications for funding to test the solutions. EASN works within these projects and will from time to time require External Expertise to deliver its obligations.
1.2 Purpose of this Invitation to Tender
The purpose of this invitation is to invite proposals from suppliers who are able to support the EASN organisation in order to address target audiences on EU and EC level including link and disseminate the Enevate project to other organisations. The activities related to this tender are formulated in the Interreg IVB NWE project-application “Enevate” and are leading (both content and financially) as such.
This document is intended to provide information that will enable suppliers to present a detailed and considered response.
2.General
2.1 Defined Terms
In this document the terms defined below shall have the following meanings:
“Supplier” or “Bidder” means a recipient of this document that responds with a proposal
“Service Provider” means the company with whom EASN enters into a contract for the supply of services

2.2 Bidder Notes
Recipients of this document are advised that nothing herein nor any communication made between EASN and any recipient thereof or any prospective bidder shall be taken as a constituting a contract, agreement or representation between EASN and any other party, nor shall it be taken as constituting a contract, agreement or representation that a contract shall be offered or awarded in accordance herewith or at all.
EASN does not bind itself to accept the lowest or any proposal submitted as a result of this document, nor to accept alternative proposals made by suppliers, nor to enter into any contract as a result of this document.
EASN reserves the right to change any aspect of this document.
All bidders are recommended to seek their own financial and legal advice.

2.3 Inducements
If the bidder directly or indirectly, and through whatever agency or medium, or by any associated or connected person, shall have offered or given or agreed to give any employee, consultant or agent of EASN any inducement to do or refrain from doing any act for the benefit of, or to show favour to the bidder (or disfavour to any competitor of the bidder), then EASN will be entitled to disregard a bidder’s response to this request and to cancel any subsequent contract, and to recover from the bidder any losses suffered by EASN as a result.
3.Bidder responses and questions
3.1. Bid response format
All typed responses should be in font Arial 11 and in English.
The email containing the completed tender responses should be sent to Paul Hanna p.hanna@birmingham-chamber.com and the title must read: “EASN-address target audiences related to Enevate”.
Responses should arrive at the above email address by 16th. December 2011. Any responses received after this time and date will be excluded from further consideration. It is the responsibility of the supplier to ensure that their tender response has been received within the deadline date.
Organisations who have already delivered work on behalf of EASN or have a connection to the EASN-organisation, can provide an offer as well.
Your response should follow the same numbering format of this tender You should ensure specifically that you provide matching numbered responses to each of the following questions :
a) Suitable base location for the delivery of this work and identification of name and address of company or organisation;
b) Relevant qualifications to deliver and prior experience in delivering the goods and services required related to the automotive industry in an European setting (references, case studies and/or testimonials may be provided);
c) Ability to communicate with partner organisations in their own first languages (French, German, Dutch) to ensure that technical issues and the transfer of skills and knowledge can be effectively addressed;
d) Any intention to use third party suppliers for the delivery of goods and services;
e) Robust quality management policies and procedures in place and the ability to produce management information reports as required;
f) Systems to facilitate the transfer of knowledge to Project partners as required;
g) Bidders are requested to provide a draft project plan outlining the key activities & deliverables, priorities, SMART objectives, resources allocation, structure in place, potential risks and milestones required;
h) Bidders are requested to provide a budget breakdown in € (excluding VAT) based on the information provided in the previous section g);
i) Bidders are requested to provide EASN with all insurance information (Public Liability Insurance, Employer’s Liability Insurance, Professional Indemnity Insurance) and assure these insurances are in place;
j) Bidders have to guarantee that no additional costs, besides those costs as formulated under h) will be charged in line with this contract.
3.2 questions

If EASN considers any question or request for clarification to be of material significance, both the query and the response will be sent to all suppliers who have been sent a copy of this tender
All responses received and any communication from suppliers will be treated in confidence.
If a supplier wishes to ask a question of EASN without EASN revealing the question and its answer to all suppliers, then the supplier should notify EASN accordingly, giving justification. Where EASN does not consider that there is sufficient justification for not publicising a question and the corresponding answer, it will invite the questioner to decide whether the question and answer should be published, or whether it should withdraw the question.

4.2. Supplier selection criteria
The objective of the evaluation process is to assess the responses to the tender and select one supplier with whom to enter into a contract. The high level evaluation criteria for the requirement will be the most economically advantageous offer.
A contract will only be awarded to a bidder who can provide the services described in this tender that are:
- Reliable in consistently meeting or exceeding the requirements set out in the tender
- Economically advantageous
- Contractually acceptable
Bidders’ responses will be evaluated against pre-defined financial and non-financial criteria by independant officers within the EASN-organisation.
